This is "Timothy Thomerson" from the 1977 TV series Quark.

Tim's role was that of Gene/Jean, a "transmute" who alternated between male and female personalities.

I recently acquired a tape of a few episodes of Quark, so I should be able to get some more stills soon. The quality ain't that great, though...
